WASHINGTON - Fifty years after the U.S. Supreme Court banned school-sponsored prayer, the subject still stirs strong emotions on both sides.
The ban, however, fits into a larger debate about prayer in the public square.
Two-term Michigan Rep. Tim Walberg believes prayer is a part of America's DNA, pointing to the founding fathers who sought divine guidance as he himself does.
"It was like second nature that all of a sudden it was stopped and said, 'Let's go to prayer,'" the Republican lawmaker said.
As a former pastor who's now in public office, prayer plays a major role in Walberg's life. He's part of a network of legislators advancing laws that protect America's religious liberties.
One way he's trying to do that is with a House resolution supporting school boards that start their meetings with prayer, a practice that's brought lawsuits to some school boards and other local bodies in recent years.
"If you want to pray at a town hall meeting or a school board meeting or in the halls of Congress, that ought to be acceptable in the United States," he said.
Walberg bases his resolution on the fact that school boards are "deliberative bodies" and argues that it's constitutional.
He cited a 1983 Supreme Court decision that acknowledged "prayer is so deeply embedded in America's history and tradition that a public body making laws and invoking divine guidance is not in violation of the First Amendment's establishment clause."
Meanwhile, court rulings appear to be trending toward the other side of the argument.
Earlier this year, the Supreme Court refused to hear an appeal from a Delaware school district where school board meetings started in prayer. Opponents of the prayer say the effort to promote Judeo-Christian values supports one religion over another.
"It creates a precedent, or at least the appearance, that that particular religious perspective has a special relationship with the government, and the government really shouldn't be taking a stand like that," Rob Boston, with Americans United, said.
As for Walberg, he said his resolution doesn't aim to infringe on anyone's freedom but rather to acknowledge the role and the power of prayer.
"We're not pushing on other people and saying you have to do this, but it's promoted freedom in this country and in the world, and we want to continue it," he said.

I remember the first time I read her book " When God was a Woman"...it made a great difference to me how I looked at my life. She will be missed in the spiritual world

Riane Eisler are responsible for opening my eyes, setting me on my path
and I've continued on that path for the last few decades. So

Merlin Stone as well as Riane Eisler were both very instrumental in my learning of the true aspect of the Goddess, too. Now I need to get this book, but I like what I read of her introduction to the book, "The Goddess Re-Awakening."
In the introduction she said,"One very important aspect of reclaiming a feminine spirituality is that of the vision or concept one has of deity or the divine. Within nearly all expressions of contemporary women's spirituality is the idea of Goddess as a woman sitting on a throne above the clouds, i.e., transcendent, apart from us, but as imminent, with in ourselves. Many would carry this even further and speak of the Goddess as being with all manifestations of life. And more and more women are relating to the idea of divinity not as an anthropomorphic image or even a divine spark within ourselves, as much as it is the flowing energy in the very processes of life and living. Thus Goddess would not be in a person, or tree, or river, so much as she would be the actual organic process, the flow, the changes, transitions, and transformations that the person, tree or river go through. A friend asked me yesterday about the basis for "the Sunday obligation." It's a good question: the Catholic Church says that, as Catholics, we MUST attend Mass on Sunday (or the Vigil Mass the night before, which can be considered part of Sunday, based on the Jewish calendar), and that if we deliberately skip without good cause, we're committing mortal sin. It really raises a few questions: (1) Why is missing Mass a sin, rather than just a bad idea?
(2) Why do we have to attend on Sunday?After all, if someone goes to daily Mass Monday through Friday, and again on Saturday morning, but decides not to go on Sunday or to the Saturday night Vigil, we're going to say he's in a state of MORTAL sin? Yes. And it turns out that there are a few reasons.
(1) WHY MISSING MASS IS A MORTAL SIN
The idea that deliberately missing Mass (and here, the Church is clear that this "deliberately" doesn't include good reasons like illness or taking care of infants - see CCC 1281) is sinful is found in Scripture, namely Hebrews 10:23-25, which says:
"LET US HOLD FAST THE CONFESSION OF OUR HOPE WITHOUT WAVERING, FOR HE WHO PROMISED IS FAITHFUL; AND LET US CONSIDER HOW TO STIMULATE ONE ANOTHER TO LOVE AND GOOD DEEDS, NOT FORSAKING OUR OWN ASSEMBLING TOGETHER, as is the habit of some, but encouraging one another; and all the more, as you see the day drawing near."The Epistle to the Hebrews doesn't just warn against it, but provides two good reasons "why" it's wrong to "forsake our own assembling together":
(1) So we can "hold fast" in our own faith, and
(2) So we can encourage one another.It's easy to think of Mass as something which we do for us, that if we skip, the only people we're hurting are ourselves. But that's not true. If you've ever been to a half-hearted parish, you'll recognize the enormous importance solid communal worship has on each of our journeys towards God. It's na"ive to think that our surroundings don't impact us, particularly at something communal like the Mass. We're not talking about a private act, like reading silently praying, in which you draw away from the world and your surroundings, but the Mass, which draws you into the world, your neighbors, and your surroundings. Just consider how much more enriching something like the Papal Masses are, with their throngs of Mass-goers in the hundreds of thousands, compared to an almost-empty church. So when we skip Mass, we not only deprive ourselves, but those around us, since our presence enriches their Mass experience, whether we mean it to or not. It's also at Mass that we most fully experience God, and grasp our relationship to Him. As Catholics, we're called to a personal relationship with Him, but also more than that: a corporate relationship with Him and each other, as members of the One Body He heads. Since the the Holy Sacrifice of the Mass is both the highest act of worship, and a COMMUNAL act of worship, depriving ourselves of the Mass means depriving Him of the worship we owe Him in the form most pleasing to Him.
That communal worship is what He seeks is clear to anyone who's read His meticulous plans for His Holy Temple, and carefully read the pattern in which Jesus formed concentric circles around Himself: His Holy Family, the Twelve, the other disciples sometimes referred to in the Gospel, the crowds, and then the world. With the exception of His special plans for Peter, Jesus' emphasis with His followers isn't on simply following individually and privately, like Joseph of Arimathea, but openly and together. Acts 2:42 supports this vision of what the Church is modelled to be. Given all this, intentionally thwarting God's plans for us, because "we "don't think we need what He's prescribing (and don't notice or care about the impact our refusal has on our neighbor) is - to put it quite bluntly - arrogant and selfish, and an offense against God and neighbor. So the Church makes clear it's an "obligation". Obviously, the healthiest situation is that everyone at Mass wants to be there, and understands why their presence is importance for themselves and others, but even when we don't see why we need to go, WE HAVE AN OBLIGATION TO OBEY GOD. Scripture is clear on this: it's not, 'go whenever you want,' but 'do not forsake the assembly of the brethren.'
(2) WHY THE OBLIGATION IS TIED TO SUNDAY
The Mass is prefigured throughout the Old Testament, most clearly in two areas: the manna and the Sabbath. The manna from Exodus 16 shows the ideal of Mass attendance. Exodus 16:4-12 says:
Then the LORD said to Moses, "I WILL RAIN DOWN BREAD FROM HEAVEN FOR YOU. THE PEOPLE ARE TO GO OUT EACH DAY AND GATHER ENOUGH FOR THAT DAY. IN THIS WAY I WILL TEST THEM AND SEE WHETHER THEY WILL FOLLOW MY INSTRUCTIONS. ON THE SIXTH DAY THEY ARE TO PREPARE WHAT THEY BRING IN, AND THAT IS TO BE TWICE AS MUCH AS THEY GATHER ON THE OTHER DAYS."
So Moses and Aaron said to all the Israelites, "In the evening you will know that it was the LORD who brought you out of Egypt, and in the morning you will see the glory of the LORD, because he has heard your grumbling against him. Who are we, that you should grumble against us?" Moses also said, "You will know that it was the LORD when he gives you meat to eat in the evening and all the bread you want in the morning, because he has heard your grumbling against him. Who are we? You are not grumbling against us, but against the LORD."Then Moses told Aaron, "Say to the entire Israelite community, 'Come before the LORD, for he has heard your grumbling.' "
While Aaron was speaking to the whole Israelite community, they looked toward the desert, and there was the glory of the LORD appearing in the cloud.
The LORD said to Moses, "I have heard the grumbling of the Israelites. Tell them, 'AT TWILIGHT YOU WILL EAT MEAT, AND IN THE MORNING YOU WILL BE FILLED WITH BREAD. THEN YOU WILL KNOW THAT I AM THE LORD YOUR GOD.' "So the faith of the Israelites is to be tested and strengthened by daily relying upon God for sustenance. They're to receive their daily bread once per day, and twice on the day before the Sabbath. That this is a prefigurement of "something "is made clear from the instructions Jesus gives us for how to pray the Our Father, in which He tells us to pray, "give us this day our Daily Bread" (Matthew 6:11). So what's Christ referring to?
Well, the first clue is grammatical. There are at least two different Greek words for "daily" used in the Bible which are used in the New Testament, But here's the thing: the word used in Greek in the Our Father, "epiousios", is found nowhere else in the Bible - ONLY in Matthew and Luke's accounts of the Lord's Prayer. But here's where it gets fascinating: the word used here seems to have been "MADE UP "- that is, it's not just that it's the only time "epiousios" is used in the New Testament, but the first time it was ever used in Greek. Like "Peter," Jesus (or the New Testament authors, depending on the language Jesus was speaking in Matthew 6) felt the need to make a new word to describe a reality apparently beyond existing language. That's a huge hint that we're not talking about ordinary bread.
The second clue is Patristics: St. Jerome translates "epiousios" in Luke's version of the Lord's Prayer as "daily," but when he gets to Matthew's, he translates the same word, in the same prayer, as "supersubstantial." He seems to be signalling meanings beyond simple need-fulfillment.
The third clue, of course, is Scriptural. Namely, in John 6:48-51, Jesus declares:
I am the bread of life. Your ancestors ate the manna in the desert, but they died; this is the bread that comes down from heaven so that one may eat it and not die. I am the living bread that came down from heaven; whoever eats this bread will live forever; and the bread that I will give is my flesh for the life of the world." This, He ties directly with the Eucharist, declaring in Jn. 52-58,
Jesus said to them, "Amen, amen, I say to you, unless you eat the flesh of the Son of Man and drink his blood, you do not have life within you. Whoever eats my flesh and drinks my blood has eternal life, and I will raise him on the last day. For my flesh is true food, and my blood is true drink. Whoever eats my flesh and drinks my blood remains in me and I in him. Just as the living Father sent me and I have life because of the Father, so also the one who feeds on me will have life because of me. This is the bread that came down from heaven. Unlike your ancestors who ate and still died, whoever eats this bread will live forever." So the New Manna is the Eucharist, the Body and Blood of Christ. It's suddenly clear why, in Exodus 16, the quail and manna, described by Moses and by God as the bread and meat, are tied so closely together (see Exodus 16:8,11). This is also what's meant when we hear of the blessing and breaking of the Bread thruoghout the New Testament (essentially the only food we ever hear of being blessed in Scripture, as I outlined here). So Exodus 16 prefigures the ideal for Mass-going. We should want to go daily, and if we go to the Vigil, twice on Saturday (once for Saturday, once for Sunday), just as the Israelites received physical bread daily, and twice on the day before the Sabbath (once for Friday, once for Saturday). Just as the Israelites learned from this to walk by faith in the Lord, we'll do the same, nourished by the Body and Blood of Christ.
Then there's the Sabbath, tied from the beginning with the manna: it's in Exodus 16 that God introduces the practice of keeping the Sabbath, even before Moses has received the Ten Commandments from Him ordering him to do the same (Ex. 16:23-25; Ex. 20:8). If the manna represents the ideal, the Sabbath represents the bare minimum. From the beginning, it's a COMMANDMENT from the Lord (Ex. 16:23) to keep the Sabbath. Certainly, it's a commandment dispensed with for good cause, and one made for our sake (Mark 2:27), but it's still a commandment. Now, that commandment is tied to the Mosaic Law, but God makes it clear in the Ten Commandments that the Sabbath is holy from from the structure of Creation: "For in six days the LORD made the heavens and the earth, the sea, and all that is in them, but he rested on the seventh day. Therefore the LORD blessed the Sabbath day and made it holy." (Ex. 20:11; see Gen. 2:2-3). So it precedes the Mosaic Law, and survives it, but in a different form.
Just as the Saturday Sabbath celebrated God's Holiness and His Creation, so the Lord's Day, Sunday, celebrates God's Holiness through His new Creation, expressed primarily in the Resurrection (John 20:1). It's the first day of the week on the Jewish calendar, signifying the dawning light, as well as new creation (see Genesis 1:1-5; John 1:1-5; Rev 21:5). Christians quickly understood this as the focal point of Christian worship (see Acts 20:7, for example). St. Ignatius of Antioch, at the beginning of the second century, makes it clear that Christians view Sunday as a fulfillment and replacement of the Sabbath, and why, in his letter to the Magnesians:
If, therefore, those who were brought up in the ancient order of things have come to the possession of a new hope, NO LONGER OBSERVING THE SABBATH, BUT LIVING IN THE OBSERVANCE OF THE LORD'S DAY, ON WHICH ALSO OUR LIFE HAS SPRUNG UP AGAIN BY HIM AND BY HIS DEATH-whom some deny, by which mystery we have obtained faith, and therefore endure, that we may be found the disciples of Jesus Christ, our only Master-how shall we be able to live apart from Him, whose disciples the prophets themselves in the Spirit did wait for Him as their Teacher?So even by the time of Ignatius, although many Christians would attend Mass daily, Sunday was clearly set aside as a special day which needed to be observed and lived by, the focal-point and center of our lives.
CONCLUSION
To answer the question I posed earlier, about someone who attends Mass all week, but deliberately skips Sunday, that person's in grave sin for a pretty clear reason. He's not going to be saved by whatever good works going to Mass daily counts for. Rather, he'll be judged by his faith, and faithfulness - his obedience to God. If God-breathed Scripture says not to forsake the assembly of the brethren, and the assembly of the brethren meet on Sunday, YOU CAN'T DELIBERATELY AVOID IT WITHOUT SINNING AGAINST GOD, regardless of whatever other good things you might do.

Suicide is becoming a rather too common occurrence. I have learned that if you read in the local paper that "NN died unexpectedly at his/her residence on dd/mmm" it is quite likely that the person committed suicide.
There is also a lot of gloominess with the number of deaths in the town at present.
A couple of thoughts have occurred to me which may or may not be fair. I'd be interested in readers' thoughts:
* This paragraph from my Easter homily:
To abandon faith is to abandon hope and ultimately to lose any sense of the purpose of life. To journey in faith is to live by hope, and to live a life of the deepest charity - love - united with the Risen Christ in this life, so that we shall live forever with him in the next.
* Where a local population is ageing and the birthrate is in decline, deaths/funerals are bound to outnumber births/baptisms. This will lead to a general gloom in the community, possibly perpetuating a cycle of despair.
Funeral liturgies at funeral homes do not quite do it in the way a funeral liturgy in the parish church does. In our parish, the parishioners love to provide hospitality (i.e. a good luncheon) for the family and mourners. We want to provide a dignfied liturgy with a choir and organist. We want to bring the body of the deceased person - who entered upon the "door of faith" when they were baptised - into the church where they began their lifetime journey of faith which leads inevitably to the "door of death" to eternal life.
The parish church is a sacred place where the Lord is present both sacramentally and spiritually. It is a place hallowed by the prayers of so many generations of faithful catholics. There is a natural experience of the Communion of Saints, so important at the moment of death and grief.
Having said that, the local funeral home is a very dignified one, run by a faithful catholic who does everything possible to ensure that the funeral is carried out with reverence. So I have conducted funeral liturgies there. I do, however, observe the liturgical norms fully. The funeral service is carried out in the same way as it would be in church: a crucifix in a prominent position, the symbols of the Gospel Book and crucifix placed upon the coffin, the people invited to stand and sit as they would in church. Of course, no one wants to sings hymns in the funeral home and so there is no music during the funeral liturgy itself (I will not have recorded music played while we just sit and listen), apart from the "In paradisum" which I sing whilst sprinkling the casket/urn during the final commendation.
While extending the warmest possible invitation to the family to have the funeral of their dearly beloved departed in the church, one cannot refuse to hold it in the funeral home, and there is always the possibility of reaching out to those who perhaps have fallen away from attendance at church or who are simply non-churchgoers. I have recently had a very good experience of encountering some good young people who are rediscovering the Christian faith in one or another denomination even if their parents/grandparents are not particularly diligent in attendance at any particular church.
I now experience the several generations of people who have been lost to the Church. Why did they leave? Did the upheavals in liturgy and catechetical formation of the last forty years have anything to do with it? I cannot help thinking it did. Good liturgy and clear teaching will strengthen the faith of those who come to church. As for those who do not experience the now happily re-reformed liturgy of their parish church, we need to find every opportunity of reaching out to them and giving them reasons for hope in eternal life.

I suppose I would say that theoretically any magic that can be worked with ritual and/or tools can also be done without. The caveat with this is that most of us (self included) don't have the skills, knowledge and/or power to do without the ritual/tools for certain complicated powerful working, IMHO. Though perhaps if we worked without tools or ritual more often we'd get better at it... ;) Seriously, though, I'm not advocating dropping the tools or ritual - they're useful. And I think it's better to do what's useful than to work until you're ninety before you finally get good at it!

You're speaking here of tools which carry energy or intelligence, I assume? I was referring to tools which are made by the worker or by another worker for the purpose of someone else using them. In my understanding tools are more useful if they carry energy or intelligence. If they do, it's because the worker put it there.
I differentiate these from tools which acquire energy or intelligence through a process other than human intervention.

It sounds to me like in that circumstance we are depriving ourselves of the opportunity to work with another intelligence. When you use the word "soul" I presume you mean "entity" as well, to which I attribute some level of intelligence.

Not tools. The vesting of power and passing of knowledge is through (as I comprehend it currently) the partnership of human and deity. As I see it, the process of initiation (which many workers use, including all of the shamanistic paths that I know anything about) does several things:
1) charters the individual with membership in the group with all the rights and responsibilities involved ther.
2) Passes power or knowledge from the initiator to the initiate (sometimes the power or knowledge is seen as coming from elsewhere, such as a deity).
3) Formally introduces the initiate to the energy and/or deities of the tradition.
4) Creates a new personality for the initiate which sometimes supplants the old one.
I'm sure there are points I've missed and not all initiations do all these things.

Not necessarily or entirely; I don't consider the ambient power of the universe a
"tool" per se. I differentiate between energy and a tool.

Good question! Does this fall into the same kind of discussion as "what is a witch", perhaps? :) IMHO a tool must be an object, either physical or an astral representation of a physical object. If it's not an object, if it's an entity, energy, intelligence, spirit, or whatever, it's not a tool, it's a partner (or servant in some circles).

I think of personal power as the ability to exercise one's abilities. To whatever degree you have the energy, skill and knowledge to do so, you have personal power. This includes the energy, skill and knowledge to draw on power from outside your physical/ astral/whatever being.

The gods I deal with are real entities with minds, thoughts, feelings, histories and agendas of their own. They aren't psychological constructs, or sheer power, or tools. If by "cast" you mean what I mean by "work", I say yes.

I think of power as energy, but perhaps the power passed by initiation is both information and energy (thus including knowledge). I conceive of the power of an inititiatory line (of whatever flavor) as a stream, a line of connection to which all members of that line, living and dead, connect. We can draw on the knowledge and energy of the line, or we can work without it. I don't think of it as exactly personal, as it belongs to everyone in the line.

Spirits are entities, as near as I can figure, and that makes them neither powers nor tools. There's a difference, for example, between drawing on the energy of the moon and making a connection with the spirit of the moon.
SB>At times, the definitions of tools and power become too intermixed to separate. Perhaps, we are nothing without our tools. Perhaps, there really are no tools. Perhaps, we are the tool. I challenge that what we are comes from without and that there is nothing that we do today or any other that will increase or refine our power one wit *unless* we reach outwards. What we become will pass to the generations. What has been is within and a tool as surely as any other.
I have real difficulty accepting that all I am comes from without. That makes me too much defined by that which surrounds me, and binds me to be what the outside (parents, friends, society) says I am. I don't believe I am a tool, even of my deities. I do agree that without input from that which surrounds us, we don't have any opportunity for growth and development. At least once a month, someone complains to Datuk Michael Chong about being cheated by a practitioner of black magic.
The most recent case happened two weeks ago. A Malay woman asked a bomoh to make her more beautiful, said Chong.
She ended up not only losing her cash but also with bruises all over her body after being beaten with a broomstick and other objects by the medium - ostensibly to rid her of an evil spirit.
Chong, who heads the Malaysian Chinese Association's public services and complaints department, said such cases were increasing as mediums prey on the fear of those who go to see them.
Chong told The Sunday Times that one victim lost a whopping RM250,000, the largest sum reported thus far.
Therefore, he supports a recent call by Muslim scholars here to outlaw witchcraft in the country.
On Dec 16, respected Muslim scholar Haron Din, who is also a leader of Islamist party Parti Islam SeMalaysia (PAS), said that a law was necessary to curb the use of black magic because many people had been cheated of their money.

PURPOSE
The Covenant of the Goddess was founded in 1975 to increase cooperation among Witches, and to secure for Witches and covens the legal protection enjoyed by members of other religions.
FUNCTIONS
The Covenant publishes a newsletter; issues ministerial credentials on request to qualified persons; sponsors a national festival each summer; and encourages networking nationally, as well as regionally through local councils.
STRUCTURE
The Covenant is incorporated as a non-profit religious organization in California, though it has grown to be a nationwide organization. It is a confederation of covens and solitaires of various traditions, who share in the worship of the Goddess and the Old Gods and
* All persons have the right to charge reasonable fees for the services by which they earn a living, so long as our religion is not thereby exploited.
* Every person associated with this Covenant shall respect the autonomy and sovereignty of each coven, as well as the right of each coven to oversee the spiritual, mental, emotional and physical development of its members and students in its own way, and shall exercise reasonable caution against infringing upon that right in any way.
* Members of this Covenant shall respect the traditional secrecy of our religion.
* Members of this Covenant should ever keep in mind the underlying unity of our religion as well as the diversity of its manifestations.
* These ethics shall be understood and interpreted in light of one another, and especially in light of the traditional laws of our religion.
CONFIDENTIALITY
All information given to the Covenant of the Goddess or any of its officials is considered strictly confidential, unless you indicate otherwise. No information about members is published or given out without explicit written permission. Direct access to the Covenant's mailing list is limited to the Board of Directors. Maximum privacy is assured.
NEWSLETTER
At every Sabbat the Covenant publishes a newsletter of Craft and Pagan news, s, poetry, humor, rituals and announcements. Member covens receive the newsletter automatically. Individual coveners and non-members who donate a suitable tax-deductible gift will also be placed on the mailing list, to receive the newsletter and other mailings. Circulation is limited to members and friends of the Covenant.
FINANCES
An annual membership tithe is set every year by the Grand Council to cover bare expenses, based on the previous year's expenses and any projected cost increases. The annual financial statement is published in the newsletter. Other activities are supported by fund-raising. All contributions to the Covenant of the Goddess are greatly appreciated and are tax-deductible.
APPLYING FOR MEMBERSHIP
Any Goddess-supporting coven or solitaire can be eligible for membership in the Covenant of the Goddess if certain criteria and requirements are met. All inquiries into membership should be sent to the National Credentials Officer. If the coven or solitaire is in an area near a local council, the National Officer will forward the inquiry to the local Credentials Officer, who will respond. A member can apply in person at a council meeting, or by filling out the appropriate form and sending it in with the initial membership tithe.
GENERAL CRITERIA FOR COVEN MEMBERSHIP
* Generally focus theology and ritual, etc., around worship of the Goddess and the Old Gods (OR THE GODDESS ALONE).
* Believe and follow a code of ethics compatible with that of the Covenant.
* Have been meeting monthly or oftener for at least six months.
* Have three more members who have been formally accepted into the clergy.
* Be a cohesive, self-perpetuating group.
REQUIREMENTS FOR MEMBERSHIP
Full Membership: The applicant must be recommended without reservation by two active members of the Covenant.
Provisional Membership: The applicant may be recommended by one member; and then within a year and a day make a viable effort to get to know other members, in order to achieve Full Member status.
The appropriate Credentials Officer (NATIONAL OR LOCAL) shall verify information regarding criteria and credentials.
COVEN-AT-LARGE
This is the term we use to represent the many Witches who are solitaires, i.e. practicing alone. Each local council may devise its own standards for admission of coveners-at-large, in harmony with national guidelines.
LOCAL COUNCILS
A local council is a smaller branch of the Covenant, consisting of at least three member covens of at least two different traditions, in reasonably close geographic proximity to each other. The local councils generally meet more often than the national organization. They may initiate independent projects, sponsor local festivals and workshops, and generally work together for common goals close to home. As the Covenant continues to grow, we encourage new member covens close to one another to form their own local councils.
VOTING
When a matter requiring a decision is presented before the Covenant in council, it is discussed by the members in attendance until a consensus is reached. If a consensus cannot be reached, then a vote is taken. A coven holding a current Full Membership is entitled to one vote. Each such coven also holds the power to veto, though this is exercised only in extreme cases. A coven with Provisional Membership is entitled to one vote, but does not hold veto power.
A coven-at-large is entitled to one vote if, and only if, three individuals are physically present at the council and unanimous in their choice of vote.
MINISTERIAL CREDENTIALS
In order to receive Ministerial Credentials as a Priestess or Priest, a person shall:
1. Be an active member of a coven which is a Full Member of the Covenant.
2. Have been "CONFIRMED" to taking on the full commitment to the requirements of that coven's Tradition of our religion.
3. Have undergone at least a full year of active training for the ministry of that Tradition.
These credentials shall remain valid only so long as the person remains an active member of the coven which remains an active member of the Covenant.
In order to be eligible to receive Ministerial Credentials as an Elder, a person shall:
1. Satisfy (2.) and (3.) above.
2. Have undergone an additional full year of active training for the ministry.
3. Be fully able to form a coven, admit members, and train them in the tenets and practices of that Tradition.
These credentials shall remain valid for life, unless specifically revoked, so long as the person remains in contact with the Covenant.
THE NATIONAL FESTIVAL
The annual Grand Council or national business meeting is held as part of a national festival, which is open to the whole membership as well as Pagans and Witches who are not part of the Covenant. The festival is usually held at a secluded campground or resort, and moves to a different area of the country each summer. In addition to the council meeting, the program includes workshops on magick and the Craft, concerts, a potluck feast, a talent show, and the opportunity to purchase (OR BARTER FOR) art, crafts and ritual tools by Pagan artisans. Sit or lie comfortably in a favourite spot. Close your eyes. Ground and center. Acknowledge your personal guardians and gods, and project a circle around you. Breathe deeply and steadily.
Let your mind become blank. Just turn it black, no light, no picture in front of your third eye. Let your breathing become steady and even. Now, in your mind, see a shape forming out of the blackness, a disc of deeper black, growing to fill the picture of your mind. Let the disc take on texture, definition, and see that it is a celestial body - one you are intimately familiar with. And as you ponder this shape, see it take on dimension, weight, and form. See the sphere of black that is a dark moon. Hear the whispers of your spirit and this representation of the Goddess, the Dark Mother. The wise and strict and benevolent Grandmother of us all. Feel her comfort, her power. And breathe...
And now watch as the Grandmother gives way to the Maiden, as the tiniest glimmer of light forms on the right-hand side of the sphere. The Maiden is growing too, and becoming more fully actualized, more womanly, more mature. About this time, she is aware of her sexuality and her power to create change. Creativity is highlighted, as she is fertile now, rounded and beautiful, ripening as the light fills her more and more.
And she is full now, at the height of her loveliness and power as creator and nurturer. She represents the mature Queen of Heaven, for she is at the peak of her maturity, fully self-aware and self-actualized, sexually potent. Breathe in this energy now, and understand what it means in your personal path, how it feels in your body, how it fills you with the power to create change in accordance with will. And as you focus on this power, feel your own fullness as it connects to and relates with hers.
And now, as you breathe and feel this spirit power, see how the right-hand side of the moon's face is now beginning to shadow, to change. Her light is waning now, passing back into darkness, into Mystery. Take a moment to focus on the waning, as you watch the shadow on the right grow. Lots of Witches won't do magick during the waning moon, as they feel it holds less power. I would only ask then, how much power does Hecate have? How much power does it take to both spin and cut the threads of life? This idea that the moon is less powerful as she wanes is a misinterpretation, based on our culture's unhealthy belief that anything dark is bad. The power is still there, and is still available. The energy is just different now - that's all. Tune in to this power, and feel it for what it is for you on your personal path. So now just feel the energy, and as the shadow grows across her beloved face, know that this is a good time to make decisions about things that need to be let go of. As you think of these things, just let them go in peace. See how easily they go to the shadows!
And now see the tiny crescent that remains - on the left side of the sphere now, and how much like a sickle it looks. This last sliver is the Crone's sickle, and it is a powerful time to cut threads in our lives that tie us to what is no longer needed. Give those threads over to the wise Hecate now, that she may teach you how to cut them without guilt or remorse.
And now, full circle, we're back to the dark moon, the Mystery. Feel the power of this moon, too, how it is the same and also how it differs. How it pulls in, rather than pushes out. Phase changes are effects that may seem as though magic caused to a substance that are made through influential forces. When you apply the forces of a certain type to certain substances, the substance changes according to the force. You can apply mentally focused energy to change the material from within. What this is based off is the fact of physical phase changes through physics. Use this document as a physics primer for taking the physics class later on. Its also a physics primer to remember physics, if you already took the class.
Physics is the application of forces to achieve results by changing a solid material form to a liquid form to a gaseous form and back again through the application of heat and the absence of heat. Temperature is the measurement of heat and is measured in scales: the Celsius scale, the Fahrenheit scale and the Kelvin scale. I will only mention the Kelvin because it measures temperature the most accurately. It starts from 0 degrees Kelvin to unlimited. Absolute zero is 0 degrees Kelvin. This is the point where helium gas turns to liquid and makes a perfect superconductor and the human body shuts down as in the caller body level. Tc = temperature in degrees Celsius, Tf = temperature in degrees Fahrenheit. TK = temperature in Kelvin. To convert Kelvin to Celsius, the formula is K to c = TK - 273.15 and c to TK = Tc + 273.15. To convert Fahrenheit to Kelvin, the formula is K to f = (1.8 * (TK - 273.15)) + 32 and f to K = (Tf - 32)/1.8 + 273.15.
299.22 K is room temperature. The temperature of the human body is stated at 309.25 K to 310.95 K. The freezing point is at 273.15 K. This is where liquid water will become ice slowly. The boiling point is at 373.15 K. This is where water turns into vapor. To heat a solid is to melt it and it makes a liquid form through the heat being great enough. This makes the atomic covalent structure of said material to be active and loose. Covalent bonds is what makes a solid solid and they vibrate at a certain frequency. This is called a harmonic vibration which is measurable as sound pitch. What this causes when heat is applied to said covalent bond is the moment of melting solid objects into liquid form. To apply more physical heat is to make the liquid formed from the ice to go into a steam form also called a gaseous state.
This is because the covalent bonds between atoms change to extremely loose. The form this causes is called a gaseous state. In this state the covalent bond is still there but undetectable to the human eye. When heat is removed, and the gas is exposed to cold, or the absence of heat, it turns into a liquid. When that liquid is applied with more cold, it turns into a solid. Water is ice in solid form through freezing; and water is called vapor in gas form through vaporization. It is liquid in water form through liquidation.

As you can see from the chart, Hydrogen melts the quickest at 14.15 and Carbon melts the slowest at 3837.15. Meteorite ore, if found, takes the most heat through the process called smelting. This is just to purify it. To change metals into the gaseous state, takes 10000 K through an overly large application of heat. This is called the plasma state of metal and stone. That is hot enough to make you melt. The disintegration point for the human body is 6000 K so you wouldn't want to be in a metallic cloud for fear of melting. It takes 715 K to 2400 K to melt stone to lava. The change to gaseous state of rock is 24000 K for plasma.

When phase changes occur for a glass of water, it begins with the focused mind on a glass of water and it makes it charged. The focus you give the drink will make it change by wild fire from within. One cannot control you through wild file because it is wholly owned by your focus. This charged water according to the Russians will make you healthier and live longer per each glass. It will make you disease resistant.
Changing water or food to another version of itself
Another idea is to make a phase change of water to wine or any other beverages. This works like this: Focus at the glass or container and imagine the taste of water in your mouth. Change it in complexity to the taste of wine in your mouth or your favorite beverage you remember so well. Allow the energy to change the water to the favorite beverage by mentally releasing it to the drink. To change food is the same process as the changing of the water. Just imagine sampling the food and tasting it for its complexity. Now allow the taste to change in you mind to that of your favorite food. The reason this works is because of the rule of metaphysics by the method of Mind Over Matter and Thaumaturgy through the effect of instructing the subconscious by the imagination. Even if this doesn't work, it will still taste better than the stuff you don't like. I could stand spinach after changing the taste of it in my mind to something better.

Making ideas by focus and interaction, starts with the intention and begins with a thought. The Berlin Wall didn't fall because of Germany. It fell because over a million people starting with the United States wanted it, prayed for it, willed it to happen and because of the mass amount of metaphysically manipulated wild fire, it made the manipulation of the Germanic people possible. This in turn made a great effort of the Germanic people, to breaking the wall down themselves and laughing as the Germanic government watched helplessly. This can happen for creating a cure as well. When a disease is somehow publicly announced as to not having any cure and not having these effects which are On the personal scale, projects are done to achieve a personal goal to the greater good of said person's idea of right. To focus on the project having a successful and accepted conclusion without distraction, will get the project done. The amount of distraction will cause the project not to succeed, unless you include it in. Each added in distraction, will make a delay in the completion of the project. So, your goal should be to complete it, as soon as you can do it with as little distractions as possible.

Using spells to make things occur is the essence of a focus with imagination. It should be called the art of imagination because it is just focus with imagination to an effect that is achieved through link and wild fire manipulation. The magical act is achieved through the meditation of imagined scenes or a scene that you want to take place. To accept the responsibility of your actions will make the imagination done work. To focus of your mind to accomplishing the act will make the events happen in the events you imagined them as. Use feeling with the focus of your imagination and you gain a greater result. In a spell fight, the stronger and more ingenious the mind the more possibility that you will win. A win is not always as it seems. Sometimes a win will be the person who manipulates the better and gets more out it. The better manipulator will always get more out of a non winning situation. Sometimes faking a loss to destroy an enemy that you dislike is better than winning because it shows character and said enemy will feel guilt. Being an actor is never a crime. Always know the counterspell to the person doing the spell. A simple way to do this is to talk in the person's mind while he's trying to cast one. To do this safely, make the words to bring the spell to something else unless you want to have said spellcaster killed by it as disrupting a spell will kill the person.
Short ranged strategy and long range tactics will always win a fight. Winning a fight sometimes requires trashing a person privately or publicly to demoralize them before it even begins. Always have compassion for the people that are effected and the person you fight. The idea is not to destroy them but to get them to change from within by showing them a good example. However before you do this, know the enemy by testing said enemy to make a decision and not be seen doing this or it will be ineffective If said enemy would kill you even after the compassion offered, then show no mercy and use every underhanded technique that you can. Tonight, I am mostly recovered from my cold but tired from a lack of sleep last night. I really didn't want to work but given that I felt pressure to from who knows where and that it will be unlikely that I will be able to help over the next few days, I gave it a shot.
I sought to aid the anyeursim person with his short-term memory. Some odd things happened.
First of all, I didn't need the Manifestation Meditation to do it. A simple call to my Greater Neschemah was all. Then, I was told I could not aid with the memory issue. Instead, I was show was looked like a ghostly white spiral cloud emanating from the person's head. I moved all around it trying to figure out what it was.
I now believe that was a visual representation of a mentality or spirit that was not focused on this plane. With that realization, a team of people surrounded the man. They seemed to be performing surgery. I asked what was happening.
I was told that I was, "the Will of God." Well, before you get around to think that I think I am the Almighty, allow me to translate. It was much more along the lines that I have the authority to do what? I don't know, create a healing space that draws other healers?
My only analogy comes from I time when I was Praemonstrator of a GD lodge. Something occurred initiatory with a member. That member acknowledged my position and its so-called authority but wasn't exactly a friend. I'm sure this person would not have been comfortable with me doing anything occult in his/her direction. However, I deemed it necessary. I wasn't curious or invading privacy. I was observing the impact of magick.
When I went to this person, I encountered a guardian. It stopped me as it should. Then in no uncertain terms I declared my position and what I was doing. I was immediately allowed to pass.
I think this is similar but different.
The result of this 'surgery' was that the ghostly white light stopped spiraling upwards. Instead, it came out of each side of the head in focused beams. I believe this may allow the person to be more aware of immediate surroundings, time and place.
This fits with my concept that all time happens at once. However, if you had to visualize it, individual time is vertical and interacting time is horizontal. Someday, I will post on that.
The other odd thing about the healing was that I could not see the surgery. It was just one big bright white light emitting from the head. The surgeons knew what they were doing though. I left them alone. I did nothing.
I also worked on the pre-diabetic.
